Passport photo rules look arbitrary until you know what the photograph is for. It is not an illustration of you. It is the reference half of a comparison that will be performed by a machine, repeatedly, for up to ten years.
Where the rules come from
The international standard for machine-readable travel documents is published by ICAO, the UN body for civil aviation, in a document known as Doc 9303. It defines what goes into a passport, including the facial image stored on the chip and the quality requirements it must meet.
National authorities write their own photo guidance, but most of it descends from that standard, which is why a Schengen photo and an Australian photo look like relatives.
What matching actually does
A face-recognition system reduces an image to a template - a compact numerical description derived from the geometry and appearance of the face. Comparing two faces means comparing two templates and producing a similarity score.
The stored template is only as good as the photo it came from. Everything the specification asks for is aimed at producing a template that is a faithful description of the person, and at removing variation that has nothing to do with identity.
Reading the rules backwards

Read this way, none of it is bureaucratic taste. Each rule removes a specific source of error in a specific operation.
Why the tolerances are tight
Because the system has to be both permissive enough that you are not stopped when you are tired, and strict enough that someone else is not admitted on your passport. Those pull in opposite directions, and the room between them is bought by making the reference image as clean as possible.
A four-millimetre head-height band looks fussy. It is the cost of not having to choose between false rejections and false acceptances.
What it means for you
Two practical consequences. First, a photo that is technically valid but poor - soft, oddly lit, taken at arm's length - produces a weaker template and more failed gate reads for years, even after it is accepted. It is worth getting right for your own sake, not only the application's.
Second, the rules that feel most annoying - no glasses, no smiling, no retouching - are the ones most directly tied to how the comparison works, and they are the least likely to be waived.
